Ukraine to Present 'Victory Plan' to US, Zelenskyy Says

  • Ukrainian Pres. Volodymyr Zelenskyy said Tuesday that he plans to present US Pres. Joe Biden with a 'victory plan' next month, adding: 'The success of this plan depends on him, whether they will give us what is in this plan or not.'[1]
  • Zelenskyy added that it would also be presented to presidential candidates Kamala Harris and Donald Trump, stating that the first stage of the plan is Ukraine's Kursk offensive.[2]
  • 'Second direction is Ukraine's strategic place in the security infrastructure of the world,' he continued. 'Third direction is the powerful package of forcing Russia to end the war in a diplomatic way, and the fourth direction is economical.'[2]
  • During the same event, Oleksandr Syrskyi, Ukraine's commander-in-chief, claimed that Ukraine now controls 500 sq miles (1,294 sq km) of territory and 100 settlements in Russia's Kursk region. The figures could not be independently confirmed.[3]
  • Meanwhile, Rafael Grossi, head of the International Atomic Energy Agency (IAEA), visited the Kursk Nuclear Power Plant on Tuesday, which Russia alleged had been shelled amid Ukraine's offensive in the region. Grossi said he was shown damage from drone attacks and warned of a nuclear incident given that the site does not have a protective dome like most facilities.[4]
  • Elsewhere, the Institute for the Study of War (ISW), a US military think tank that tracks troop position in the conflict, reported that Russian forces made a number of 'significant' advances near the city of Pokrovsk in Donetsk over the past day.[5]
