Facts

  • Poland is set to receive €5.1B ($5.56B) in advanced payments as part of an EU program to reduce reliance on Russian fossil fuels, the EU Commission announced Tuesday.1
  • The funds are a part of the REPowerEU scheme and are separate from the €34.5B originally requested by Warsaw under the bloc's COVID recovery fund. Brussels has restricted the original sum from being distributed until the country withdraws planned reforms that it says undermine the independence of Poland's judiciary system.2
  • In August, Poland asked the EU Commission for additional loans and grants from the REPowerEU program as part of a revised version of its Recovery and Resilience Plan (RRF). On Tuesday, Brussels approved the revised plan which had reportedly refocused on 'the green transition.'3
  • The new RRF combines €34.5B in low-interest loans and €25.3B in grants, which will be distributed in installments over the next few years dependent on meeting the Commission's stipulations. Its decision comes as opposition leader Donald Tusk prepares for a possible return as Polish PM.4
  • The first funds from the REPowerEU scheme — designed to help EU states end reliance on Russian fossil fuels and aid energy transition — will become available to Poland after EU finance ministers approve the commission's recommendation.5
  • Excluding the first €5.1B payment, Warsaw needs to meet the so-called 'super milestones“ imposed last year for the majority of the EU funds to be released. The conditions include reforming and replacing the disciplinary body for judges and reviewing the cases of judges subject to the Disciplinary Chamber as well as agreeing to use Arachne, an anti-fraud IT tool.4

Narratives

  • Narrative A, as provided by Tvn24. These funds will help to revolutionize green energy in Poland, allowing the EU to become independent of Russian fossil fuels long before the 2030 goal. They are crucial in enabling the nation to become greener and shift reliance away from Russian fuel amid the ongoing conflict in Ukraine — the EU Commission should avoid putting too many obstacles in the way of this funding.
  • Narrative B, as provided by Movies. Although funds have already been approved for Poland by the EU, the majority of the money will not be doing anything anytime soon. Poland needs to do some serious work fixing its internal judicial systems before the money can be released — without proper systems of justice and accountability in Poland, the EU Commission cannot afford to endorse the nation.
