Facts

  • Alejandro Arcos, the mayor of Guerrero state capital, Chilpancingo, was found decapitated on Sunday, less than a week into office. His body was discovered inside his pickup truck and his head was left on the roof of the vehicle.[1][2]
  • No one has claimed responsibility for the murder so far, and authorities have yet to name any suspects. Chilpancingo has long been at the center of turf battles between two local cartels — the Ardillos and the Tlucas.[3][4]
  • The killing of Arcos comes after the new city government's secretary Francisco Tapia was shot to death in broad daylight last Thursday, while the presumed new security secretary Ulises Hernández was murdered late last month.[5][6][4]
  • In a recent interview with local media, Arcos expressed his desire for extra protection, though it remains unclear whether he formally requested it via state officials.[7]
  • Amid these latest attacks in Guerrero, Mexico's newly sworn-in Pres. Claudia Sheinbaum is expected to announce Tuesday her security strategy, which the Wall Street Journal reports will include a push to reduce homicides.[8][9]
  • Nine out of the 10 most violent cities in the world by murder rate per 100K people take place in Mexico, where organized crime-linked homicide rate is at 20.5. During the election campaign season this year, dozens of political candidates were killed nationwide.[6][9][10]

Narratives

  • Narrative A, as provided by Mexico News Daily. The shocking death of Alejandro Arcos was a tragedy waiting to happen in the crime-ridden city of Chilpancingo, especially after two of his allies were killed. Furthermore, gangs blocked campaigns from entering parts of the capital earlier this year, and at least six candidates were killed in pre-election violence statewide in Guerrero.
  • Narrative B, as provided by ReliefWeb. While there is indeed a correlation between gang violence and political violence in some Mexican states such as Guerrero, this oversimplification fails to explain how political violence can be high in places where there are relatively low levels of gang-related crimes. Power dynamics and local-level disputes also contribute to this worrisome trend.
